The federal government closed 270 CDL schools in one sweep

On September 1 2026 the Department of Transportation announced the largest commercial driver licensing enforcement action the industry has seen. Transport Topics reported that 110 commercial driver's license schools were shut down under emergency authority over English language proficiency fraud, and that another 160 schools were closed for separate violations including missing facilities and unlicensed instructors. Trucking Dive reported the same day that the action pulls in Homeland Security, the Department of Justice, the FBI, the DEA and ICE alongside the Federal Motor Carrier Safety Administration.

Two pieces of the announcement matter more than the headline count. FMCSA and Homeland Security Investigations are starting a nationwide audit of state authorized third party CDL skills testers, roughly 200 driving schools across 23 states. And the Justice Department stood up a group called Joint Task Force Crossroads of America with United States Attorney's Offices in Illinois, Indiana, Michigan and Ohio.

Why a school you never dealt with becomes your problem

You did not send anybody to these schools. That is not the point. The point is that the license in your driver's wallet has a paper trail behind it, and that trail now leads somewhere the federal government is actively investigating. Derek Barrs of FMCSA said every one of the closed schools passed at least 10 drivers who were later cited for violations. Transport Topics reported that 10 skills examiners alone issued more than 2,000 CDLs to drivers who were not proficient, and that about 1,000 fraud cases involving state DMV employees have been identified. California, New York, New Jersey, Massachusetts and Virginia were named as the problem states.

Nothing about that changes your policy language. What it changes is how a plaintiff attorney builds a file after a loss. If your driver trained at a school that got closed, or tested with an examiner who is now decertified, that is the first exhibit in a negligent hiring argument, and negligent hiring is the claim that turns an ordinary commercial auto liability loss into a demand above your limit.

The numbers behind the sweep

Transport Topics also reported the agency tied 239 deaths to English language deficiencies, and that states which do not fix their testing programs face formal corrective action notices, decertification, and the withholding of up to 4 percent of their federal highway funds. Todd Spencer of OOIDA framed the standard plainly, that an operator should be able to read road signs, follow emergency instructions, and talk to law enforcement.

Your driver qualification file is the actual exposure

An English proficiency stop is an out of service condition now, and 30,000 drivers have already been sidelined under it. Every one of those events lands on your safety record, and your safety record is what an underwriter prices. A small fleet with two out of service events on a five truck operation looks very different at renewal than one with none, and that is before anybody has filed a claim.

So the useful move this week is boring paperwork. Pull each driver's qualification file. Confirm the training provider is still listed and in good standing on the FMCSA Training Provider Registry. Confirm the state of issue and the issue date. Run current motor vehicle records rather than the ones you ran at hire. If a driver came through a provider that has gone quiet or vanished from the registry, document what you did about it and when. A file that shows you checked is worth far more in a deposition than a file that shows nothing.

What this does to pricing

Underwriters read the same trade press you do. When an enforcement wave this size lands, driver vetting moves up the list of questions on the application, and carriers who cannot answer cleanly get quoted like a risk instead of like a fleet. If you are shopping right now, know that driver tenure, MVR discipline and a tidy qualification file move your number more than almost anything else. Our breakdown of what commercial truck insurance costs walks through which inputs actually move a premium, and if you are still building the operation, the insurance requirements for a new trucking authority page covers the filings you need in place first.

None of this is a reason to panic. It is a reason to have your files in order before somebody else asks for them.

Common questions

Does a closed CDL school invalidate my driver's license

Not automatically. Closing a school does not by itself cancel licenses that school's graduates already hold. What it does is put those licenses under scrutiny, and states that get decertified testers may retest or downgrade individual drivers. Pull the file, confirm the issuing state and the training provider, and document what you find.

How does an English proficiency out of service event affect my truck insurance

It shows up on your safety record the same way any other out of service event does, and an underwriter prices your record. One event on a small fleet is visible. Two is a conversation. Neither changes your coverage on its own, but both change your renewal number.

What should I have in a driver qualification file right now

The application, a current motor vehicle record, the road test or equivalent, the medical certificate, the annual review of driving record, and proof of the training provider's registry standing. If you want help figuring out where the gaps are before an underwriter finds them, call or text 423-264-4255.

Will this enforcement wave raise commercial truck insurance rates

Across the board, probably not on its own. Individually, yes, if your driver vetting cannot be documented. Carriers with clean files and stable driver tenure keep getting the better numbers. Get a truck insurance quote and see where your operation actually lands.
