FMCSA Paused the Biennial Update But Not Your Insurance Filing

FMCSA has stopped inactivating USDOT numbers over missed biennial updates while the Motus portal stabilizes. The filings that actually keep your authority alive were never part of that pause.

FMCSA stopped switching off USDOT numbers over missed biennial updates

Heavy Duty Trucking reported on September 15 that the Federal Motor Carrier Safety Administration has temporarily suspended enforcement of the biennial update requirement and has stopped inactivating USDOT numbers for carriers who could not get an update filed. FreightWaves covered the same relief on September 9 and Land Line followed on September 10 as the pause carried on. The relief applies to registrants whose biennial update came due on or after June 1, 2026.

The reason is Motus, the new FMCSA registration portal that went live on May 19 and pulled the agency's older registration systems into one place. Land Line reported that carriers have been unable to do basic things in it, including claiming their own USDOT number. FMCSA is calling the work recovery and stabilization, and it has extended its help line hours to weekdays from 8am to 11pm Eastern plus Saturdays.

Read the pause narrowly, because that is how it is written

If your biennial update was due on or after June 1, you get more time and your USDOT number will not be switched off for missing it. That is the whole of it. FMCSA has not put an end date on the suspension and has said it will give advance warning before enforcement starts again. It is a delay, not a cancellation, and the filing is still your job.

One quieter change is worth noting. Land Line and FreightWaves both reported that Motus no longer carries a biennial update option for intrastate carriers, so if you run intrastate only, your state may still want something on its own schedule. FMCSA is working on displaying your most recent update date so states can check it.

Your insurance filing never got a pause

This is the part that gets missed and it is the part that actually parks trucks. The suspension is about the biennial update. It does nothing to the financial responsibility filing that sits underneath your operating authority. If your insurer cancels and files that cancellation with FMCSA, the clock on your authority runs the same way it always did, pause or no pause.

Carriers were already reporting in August that routine insurer changes crawled through Motus slowly enough to leave authority involuntarily suspended while the paperwork sat. Nothing announced this month fixes that. So treat the two as separate jobs. Keep your commercial auto liability in force and keep the filing current, and do not read a headline about paused enforcement as permission to stop watching your authority status. If you are newer to this, our guide to insurance requirements for a new trucking authority walks through which filings attach to which coverage.

A stale record is still the document your underwriter prices from

Here is the practical cost of letting the update slide while you can. Your registration record is what an underwriter pulls when you shop. Power units, driver count, mileage, and operating radius all sit in it, and those are the inputs that drive the number on your quote. If the record still shows one truck and a hundred mile radius while you are running three trucks regional, the quote you get is built on facts that no longer describe your operation. That gap shows up later as a premium audit bill or, worse, as an argument about what you disclosed.

Brokers and shippers pull the same record when they set you up. Radius, unit count, and commodity questions all get checked against it, and a record that reads stale slows a setup packet down. If you want to see how those inputs move a premium, our breakdown of what commercial truck insurance costs covers the levers, and motor truck cargo is the coverage most often gated on what your record says you haul.

Watch for the fake Motus emails

FMCSA has also warned that fraudulent emails are circulating that push carriers toward lookalike sites impersonating Motus. The only legitimate address is motus.dot.gov. Anyone who gets into your registration account can change the information that insurers, brokers, and enforcement all read as yours, and untangling that is far harder than avoiding it. Type the address in yourself rather than clicking a link in an email about your registration.

What to actually do this week

Log into Motus and check whether your update went through and whether the record matches your real operation. If the portal will not let you in, the pause means you are not in immediate danger of an inactive USDOT number, so use the extended help hours rather than losing a day to it. Then call your agent and confirm your filings are showing active against your authority, because that is the piece this pause does not protect.

Common questions

Does the FMCSA pause mean I can skip my biennial update?

No. It means FMCSA is giving more time and is not inactivating USDOT numbers over a missed update for registrants whose update came due on or after June 1, 2026. The requirement itself still stands and the agency has said it will give advance notice before enforcement resumes, so file as soon as the portal lets you.

Does the pause protect my authority if my insurance cancels?

No, and this is the trap. The relief covers the biennial update only. Your financial responsibility filing is separate, and a cancellation filed by your insurer still puts your operating authority at risk on its normal timeline. Check with your agent that your filings read active. Call or text 423-264-4255 if you want us to look at it with you.

What is the real Motus website?

motus.dot.gov. FMCSA has warned that fraudulent emails are pointing carriers to lookalike sites that copy the Motus login. Type the address in yourself instead of clicking a link in an email about your registration, and never hand registration credentials to a caller or to a third party service you did not go looking for.

Can an out of date registration record change my truck insurance quote?

Yes. Underwriters price off what your record says about power units, drivers, mileage, and radius, so a record that describes a smaller or more local operation than you actually run produces a quote built on the wrong facts. That usually surfaces at premium audit. Get a truck insurance quote with the current numbers and you avoid the surprise.
