Switching Insurers Is Knocking Carrier Authority Offline in Motus

Overdrive reported on August 28 that a routine insurance filing change put an owner operator's authority into involuntary suspension in FMCSA's new Motus system, and that more than 1,200 carriers are stuck the same way with active coverage showing on their own profiles. A new policy went on file and the authority went down

Overdrive published a report on August 28, updated August 29, by Todd Dills about a hotshot hauler whose motor carrier authority was flagged with an involuntary suspension inside Motus, the new registration system the Federal Motor Carrier Safety Administration rolled out in May. Nothing about the operation had changed. He had shopped his coverage through a new agent, his current insurer sent an updated filing that replaced the prior one, and the authority went into suspension right behind it.

The part that should get every owner operator's attention is what the record itself said. The reason given for the suspension was that there was no active insurance meeting minimum coverage on file. His own profile in the same system showed an active policy meeting the minimum required for his authority. Both statements lived on the same screen at the same time.

This is not one unlucky carrier

Overdrive asked CAB, a carrier risk data firm, to size the problem. A snapshot taken the day of the story found more than 1,200 carriers that had an active insurance filing matching their required minimum level and were still sitting under an involuntary suspension for insurance reasons. FMCSA did not answer questions about the cause before the story ran.

The damage is not theoretical either. The report describes a sixteen driver dry van fleet in La Crosse, Wisconsin that spent roughly forty days suspended before the status was finally corrected, and whose owner put the income hit on her profit and loss statement at about twenty three thousand dollars for the month. The hotshot hauler in the story put his own exposure at roughly a thousand dollars a day in revenue while he chased the correction.

Why a data glitch turns into lost freight

A suspension in Motus does not stay in Motus. Brokers and shippers verify authority through third party monitoring services that read the federal record automatically, so the moment the status flips, load boards and broker onboarding portals flip with it. A carrier in that position keeps every truck, every driver, and every dollar of real coverage, and still cannot get set up with anyone who does not already know them. Land Line reported in July that FMCSA had also temporarily suspended the inactivation of USDOT numbers over missed biennial updates while it works through transition problems, which tells you the agency knows the record has been unreliable this year.

There is a safety exposure hiding in it too. Both carriers in the Overdrive story kept running because stopping was not survivable, which means an inspection during the suspension window could have put a truck out of service over a paperwork status that was wrong to begin with.

What to do before you change carriers or policies

None of this is a reason to overpay on a renewal.
