New Jersey Is 272 Truck Parking Spaces Short. Ramps Absorb the Rest.
The state counted 76 facilities and 2,886 striped spaces. At real world utilization it is 272 spaces short, and the overflow lands on ramps and shoulders.
New Jersey counted its truck parking and came up short
New Jersey put a number on something every driver running the state already knew. The New Jersey Department of Transportation Office of Freight Planning, working with consultants from WSP, ran a two phase truck parking study and presented the findings to the North Jersey Transportation Planning Authority Freight Initiatives Committee on April 21, 2025. NJTPA published the writeup on April 30. The study looked at 55 roadway segments and found 76 truck parking facilities holding 2,886 striped spaces statewide.
That is the whole supply. In 2024 roughly 35 percent of those facilities were already over capacity with a shortfall of about 207 spaces. Measure capacity the way drivers actually experience it, at 95 percent utilization rather than 100, and the shortfall climbs to 272 spaces with 43 percent of facilities over capacity. Segments of I-95, I-78, I-80 and I-295 all landed in the top ten for need. The worst scores sit around the Joyce Kilmer area of I-95 in Central Jersey, the western I-78 stretch toward Pennsylvania, and I-80 to the west. The study surveyed more than 500 drivers. Among long haul respondents, 74 percent said they spend more than 30 minutes finding parking, 62 percent said they frequently or always find no designated space available, and 75 percent said they routinely detour more than 5 miles.
Your radius of operation and your annual mileage are rating facts. They go on the application, they set the class, and they get compared against your telematics and your fuel receipts if there is ever a serious claim. Detour miles driven at the end of a fourteen hour clock, in the dark, on unfamiliar secondary roads around a Central Jersey warehouse district, do not show up anywhere in that filing. They are still real miles at the worst hour of the day, and they are the miles most likely to produce the crash your commercial auto liability has to answer.
A parked truck is still a liability claim waiting to happen
Here is the part owner operators underestimate. The study found about 177 crashes a year in New Jersey associated with parked trucks, and it put the cost of those crashes at roughly $61 million annually.
Being parked does not put your unit outside your liability coverage. Where you set that truck down is a driver decision, and after a nighttime collision on a ramp shoulder a plaintiff attorney will argue it exactly that way. Was the shoulder wide enough. Were the warning devices out. Was there a legal lot within reach that the driver skipped. Meanwhile the damage to your own tractor and trailer falls to physical damage coverage, and if you are financed, the lender does not care why you were on the ramp.
Undesignated parking is where cargo coverage gets tested
The other half of the exposure is sitting in the box behind you. A loaded trailer left on a ramp or an unfenced lot overnight is the exact fact pattern cargo underwriters write conditions around. Motor truck cargo policies commonly carry unattended vehicle language, theft conditions, and requirements about attended or secured parking, and a New Jersey freight corridor at 2 a.m. is where that language stops being theoretical. Two bills would change where the trucks end up
Trenton is moving on it. As Land Line reported on May 14, 2026, S1430 would set up a state truck parking program drawing up to $50 million in federal money, requiring the DOT to identify parking locations within six months. A3372, backed by Assemblyman Sterley Stanley of Middlesex County, would require large warehouse projects to provide an adequate number of onsite spaces for the tractor trailers serving them before preliminary site plan approval, and would bar those trucks from spilling onto nearby properties and roadsides between 10 p.m. and 6 a.m.
Watch that second one closely. Closing off the overflow spots does not create spaces, and the citation lands on the truck, not the warehouse. New Jersey truck volumes are projected to grow 74 percent by 2050, which pushes the shortfall to somewhere between 1,700 and 1,800 spaces and puts more than 85 percent of facilities over capacity.
