What A Three Day Federal Truck Sweep Costs A Small Fleet

A three day sweep put 766 trucks and drivers out of service

On August 4, 2026 the Department of Transportation and the Department of Homeland Security announced the results of the second wave of Operation Highway Shield, a joint enforcement push that ran July 28 through 30 along freight corridors in Illinois, Indiana, Iowa and Ohio. In three days the operation placed 766 drivers and vehicles out of service, arrested 86 commercial vehicle operators, detained 51 people on immigration violations including 21 who held non domiciled CDLs issued by California and New York, wrote 36 English language proficiency violations, and recovered close to a million dollars in stolen cargo. Inspectors came from FMCSA, Homeland Security Investigations and state highway patrols.

The first wave ran in Florida in late March and looked very different. More than 3,300 inspections there produced 176 out of service orders and 35 arrests. The second wave ran far fewer stops and pulled several times as many units off the road. If you run one to five trucks through the Midwest, that ratio is the part worth reading twice.

The loaded trailer nobody is watching

Every one of those 766 out of service orders left a truck sitting somewhere, and a fair share of them were loaded. Cargo forms commonly limit theft from an unattended vehicle, and some expect the unit to be locked, fenced or attended before theft coverage responds the way you assumed it would. Fictitious pickups and double brokered freight put stolen product on legitimate equipment, and the carrier holding the paperwork is the one standing there when it comes apart.
