Three Camera Zones And All Of Them Sit On I-81

Virginia State Police switched on speed safety cameras in the Interstate 81 work zone at Harrisonburg, covering northbound and southbound lanes between mile markers 242 and 247. WHSV reported the 30 day warning period started August 31, 2026, so the warnings turn into real civil citations around the end of September. That is the third camera zone Virginia has running on the same road. Cameras have been live between mile markers 221 and 225 in Augusta County since early April and between mile markers 143 and 150 in Roanoke and Botetourt counties since May. I-81 carries more truck traffic per capita than any other interstate in the Commonwealth, so this is a trucking enforcement program that happens to catch cars, and it is worth understanding before you renew your commercial truck insurance in Virginia.

The Bill Goes To The Truck, Not To The Driver

The program runs under Virginia Code section 46.2-882.1. The camera has to document a vehicle at least 10 miles per hour over the posted work zone limit, the civil penalty cannot exceed $100, and the summons has to be mailed within 30 days of the violation. There is one more condition carriers keep missing. In a highway work zone, nobody is liable for the penalty unless workers were present when the camera fired.

Here is the part that changes how a small fleet should handle it. The notice goes to the registered owner of the vehicle. If you run one truck and drive it yourself, that distinction means nothing. If you have a second or third truck out, it means the company opens the envelope and pays the $100 while the driver who was behind the wheel may never hear about it. Virginia does let the owner push it back, by filing an affidavit naming the person operating the vehicle, by testifying under oath to who was driving, or by producing a police report showing the truck was stolen.

Why It Not Touching Your Insurance Is The Actual Problem

The statute says a citation issued by mail is not made part of the operating record and is not used for insurance purposes. Every news story about these cameras repeats that line and drivers hear it as good news. Look at it from the other side of the desk. The motor vehicle record you pull at renewal is the main tool you own for finding out how your drivers behave when nobody is riding with them, and this violation is invisible to it. It is not a roadside inspection either, so it produces no CSA violation and nothing lands in Unsafe Driving. A camera just documented one of your trucks doing at least 10 over through an active work zone with people on the ground, and neither of the two systems that price your policy will ever show it to you.

Two wrinkles are worth knowing. If a trooper personally issues the summons using the device instead of mailing it, that conviction does go on the driving record. And the photograph itself is fenced in, because the statute limits its use in a pending court action to proceedings relating to a speed violation. So do not treat the notice as evidence somebody will use against you later. Treat it as the only early warning you are going to get, delivered as a bill.

What The Camera Is Really Measuring

The volume tells you how normal this behavior has become. At the Augusta County zone near Staunton alone, VSP mailed 11,114 violations in May and 8,755 in June, close to $1.9 million in fines across two months according to WHSV, with the money going to the state Literary Fund. That is one five mile stretch of one interstate.

Now put that against what VDOT says about the road. I-81 runs 325 miles through Virginia, sees more than 2,000 crashes a year, and heavy trucks are involved in about 26 percent of them, the highest share of any interstate in the state. More than 45 crashes a year shut the road down for over four hours. A work zone crash there does not stay inside one coverage. The tractor and trailer damage is a physical damage claim with a barrier wall and no shoulder to get to. The load sits in a closed lane for half a day, which is where motor truck cargo and a refused delivery start. And a work zone with workers present is the worst set of facts you can hand a commercial auto liability claim, because speed is the first thing anybody asks about.

None of that shows up in the $100. The $100 is just the cheapest notice you will ever get that something is going on in a truck you own. Read it that way and it is the best hundred dollars of safety data you will buy this year. Pay it without a conversation and you have bought nothing.
